Yep I can confirm it. Yes - Mods do not affect achievements as far as I remember. Mods cannot and should not be used in multiplayer as far as I know. I haven't been into JC2-MP and modding in years, so I don't know if, say, texture mods and other non-gameplay mods can be applied to multiplayer. My guess is a definite "no".
